OK.
Your photo was 1023 x 767 pixels, which is BIG.
I opened it in IrfanView & clicked 'Image'
Then I clicked 'resize/ re-sample'. It showed me again, the dimensions 1023x767. The first number is the width and was in blue ready to alter.
I put 400 in that box and because the 'Preserve aspect ratio' was ticked, the second number (767) automatically changed to 300.
SAVE
Go to Photobucket.
Upload to Album.
Save & return to Album
Hover over photo & copy the IMG code

On this site click 'Insert Image'

Right, once I'd registered with Photobucket, I followed Mim's instructions, downloaded Irfan, resized picture, uploaded to PB but got stuck with not being able to move the photo from Library to Album??. Anyway, this has worked - I selected the photo in Library and a menu appeared on the right - Image Links.

The second attempt I clicked on the Direct Link - which automatically copied, then followed Mim's instruction in post , image, url etc.

YAY! Don't ask me how I did it tho, will have to go thru again and write it all down! I had a little look last night and ended up sitting here way past my bedtime and still not managing it!

Anyway, this is Miss in "peel me a grape" mode, draped across the (hot) radiator!
