Does anyone know who sings this and where I could download it from plse? Have googled until my fingers are sore and no luck so far.

Most of the QVC music used to be taken from a library of music clips. Some of the early stuff QVC used, used to crop up on other shows like "60 minute make over", "May the best house win" etc. I suspect they don't have to pay to broadcast them so maybe search for royalty free clips? It's possible QVC commission they're own tunes now and they're not on the web. Didn't Kim from Kim & Co record her own promo song once upon a time?

Have you tried the Shazam App, it's very good if you hear a song you like you just tap, it listens for a bit and then it finds it for you and where you can download it!
