I think the declaration is so that QVC have a written and signed confirmation that a package wasn't received and I feel that if it happens too often they will take a closer look at the customer. Too many declarations would look suspicious like maybe a customer is trying to cheat them. So far...

I only got a robotcall from them when a Tiffany lamp (which wasn't delivered for whatever reason) wasn't in stock for a second attempt at delivery. A bit abrupt with no information or reason given for the lamp's mysterious disappearance.
